At six months, development of children with autism like those without

ScienceDaily (Oct. 30, 2012) ? The development of children with Autism Spectrum Disorder (ASD) is much like that of children without ASD at 6 months of age, but differs afterwards. That's the main finding of the largest prospective, longitudinal study to date comparing children with early and later diagnosis of ASD with children without ASD. The study appears in the journal Child Development and has implications for clinical work, public health, and policy.

The study was conducted by researchers at the Kennedy Krieger Institute, the Johns Hopkins University School of Medicine, the Johns Hopkins Bloomberg School of Public Health, and the Aging Brain Center at the Institute for Aging Research and Hebrew SeniorLife at Harvard Medical School.

The study sought to learn more about the patterns of development during the first three years of life in children with and without ASD to better understand how ASD can be detected as early as possible. It is the first prospective study to examine early-onset ASD (by 14 months) and later-onset ASD (after 14 months) over the first three years, pinpointing where development looks the same and where it diverges.

ASD comprises a group of disorders of brain development that affects about 1 in 88 American children.

Researchers looked at 235 primarily White children with and without an older sibling with autism, testing them at regular intervals from ages 6 to 36 months. Using standardized and play-based assessments, they tested children's fine motor skills, understanding of spoken language, and spoken language production skills. They also measured how often the children shared their emotions and initiated communication with others.

The study looked at early development across three groups: children without ASD, children with ASD who were identified by 14 months, and children with ASD identified after 14 months. At 6 months, development within the early- and later-identified ASD groups was comparable to each other and to the non-ASD group. At 14 and 18 months, the early-identified ASD group performed below the later-identified ASD group in many aspects of development. By 24 to 36 months, the two groups showed similar levels of development.

"Results show that ASD has a preclinical phase when detecting it may be difficult," explains Rebecca Landa, director of the Kennedy Krieger Institute's Center for Autism and Related Disorders and the study's lead author. "In some children with ASD, early signs of developmental disruption may not be ASD-specific.

"Routinely administering general developmental screeners, such as the Ages and Stages Questionnaire, should begin in infancy, complemented by ASD-specific screeners by 14 months," suggests Landa. "Screening should be repeated through early childhood. If concerning signs of delay associated with ASD are observed in a child who scores normally on standardized tests, further assessment is warranted."

(AP) ? The presidential candidates searched for the right moment to get back to politicking after superstorm Sandy's destructive interruption, with President Barack Obama monitoring relief efforts and Republican Mitt Romney struggling to strike the right tone.

Romney and running mate Paul Ryan initially announced they were canceling events out of sensitivity for the millions of Americans in Sandy's path. But with only a week left to try to toss Obama from office, the GOP campaign was back on Tuesday with events in the critical Midwestern swing states of Ohio and Iowa, albeit with changes to the program.

Romney was holding a "storm relief event" in Kettering, Ohio, at the same arena as his previously scheduled political rally and with the same celebrity line-up ? NASCAR driver Richard Petty and country music singer Randy Owen. The event was moved up by four hours and aides said the tone would be changed, with no attacks on the president back at the White House overseeing the response.

Obama was updated throughout the night as Sandy came ashore and moved inland. He spoke with New York Gov. Andrew Cuomo and New Jersey Gov. Chris Christie and issued major disaster declarations for both states.

Christie, a Republican who has been campaigning for Romney across the country, praised Obama's leadership.

"Cooperation from the president of the United States has been outstanding," Christie told "CBS This Morning." ''He deserves great credit."

Obama also spoke with the mayors of New York, Jersey City and Newark and provided additional federal assistance for local efforts. He planned an additional call Tuesday with affected mayors and governors.

Millions were left without power as the deadly storm whipped its way through presidential battlegrounds like North Carolina, Virginia and New Hampshire and sprawled as far as the Great Lakes, where gales threatened Ohio's and Wisconsin's lakeside regions.

David Letterman, continuing his "Late Show" in storm-damaged New York without an audience, joked: "The storm has stopped the presidential campaign, so at least some good has come of it."

Some election centers in the affected states were shut down, but early voting continued in areas outside Sandy's path. After casting her ballot for Obama at the Franklin County early voting center Tuesday, Lydia Strauss, of Columbus, said she didn't anticipate the storm changing the outcome in Ohio.

"People feel strongly about this election and they're not going to be deterred," said the 42-year-old social worker.

Obama had a day of campaigning in Ohio scheduled for Wednesday and had planned to stay on the trail through next Tuesday's Election Day. It was unclear if the storm response would alter those plans.

Romney's campaign has been grappling with how he should respond. When Obama rushed out of battleground Florida on Monday morning before a scheduled rally to monitor the response back at the White House, Romney aides initially said he and Ryan would continue working for votes away from the storm's path. Then communications director Gail Gitcho announced a change in plans just as Romney was appearing at a rally in Ohio.

"Out of sensitivity for the millions of Americans in the path of Hurricane Sandy, we are canceling tonight's events with Governor Romney in Wisconsin and Congressman Ryan in Melbourne and Lakeland, Florida," she wrote in an email to reporters. "We are also canceling all events currently scheduled for both Governor Romney and Congressman Ryan on Tuesday."

But they apparently concluded that Romney couldn't afford to waste time out of the spotlight in such a closely fought race, with polling showing an Obama advantage in several swing states. Later Monday evening, the campaign announced the Kettering event, with local news reports saying supporters should bring food donations.

The Romney camp also announced that a political rally in Des Moines, Iowa, would go on at the same time as previously scheduled Tuesday night, with Ann Romney filling in for her husband as the headliner. Ryan was slated to visit campaign offices in his home state of Wisconsin to thank the volunteers helping to collect relief supplies for storm victims.

Ryan was returning to his regular schedule Wednesday, campaigning across his home state of Wisconsin before going to trick or treat with his children.

Romney campaign spokesman Kevin Madden said the campaign was in contact with local relief organizations and the Red Cross to make sure the supplies they were collecting Tuesday would be useful.

"We checked to make sure the supplies would be helpful and welcomed as part of our volunteer effort. And our own volunteers will be personally delivering the supplies to the relief center," Madden said.

Are Universities Preparing Us For Work or Life? | Peace is Our True ...

This is a poem I felt inspired to write in response to the Humanities and Arts cuts at La Trobe University. I studied Peace Studies at this university and it was one of the most significant years of my life. I found out recently the Lecturer, an expert on Gandhi, retired and was not replaced. I asked this lecturer once had any lecturers as intellectual colleagues asked him about Gandhi, he said no-one. I asked this to see if there was intellectual curiosity or a sense of seeking answers for the times we are in. This area had many politics lecturers in it. It seemed they saw him as a historical figure without relevance in the modern era. I just marvelled at his response.

I would like to place a few quotes before you for reflection. These are a couple of quotes from Einstein in reference to one of the worlds greatest humanitarians, he was quoted:

?I believe that Gandhi?s views were the most enlightened of all the political men in our time. We should strive to do things in his spirit: not to use violence in fighting for our cause, but by non-participation in anything you believe is evil.?

On of his most famous quotes was:

?Generations to come will scarce believe that such a one as [Gandhi] ever in flesh and blood walked upon this earth.?

And one last one from Gandhi which helps me to remember my true strength.

?Whenever I despair, I remember that the way of truth and love has always won. There may be tyrants and murderers, and for a time, they may seem invincible, but in the end, they always fail. Think of it: always.?

I consider this subject the most important subject of our times and the one we all must learn if we are to find true happiness.

The arts in all its forms is right brain thinking/feeling at it is the place where we truly connect to our humanity.? It is part of the brain that opens to solutions.? If we start placing money values on producing products and services and see no value in the arts, we will lose one of the most powerful avenues for crafting our civilisation.?

When I made a decision to study Peace I knew clearly I was not going for the money, I was following my heart and higher calling. I have never regreted the life I?ve lived, it has been the happiest choice and one that I have no regret about. I could be languishing at a desk feeling unfullfilled and that my life was wasted. How many feel like that??

Many find at the end of their lives it was never money that made them happy, it was the humanity others showed them. That is the true wealth of nations. Universities in truth are a public good they were never for users pay philosophy. Government funded ?public goods? (e.g. utilities, schools, hospitals) were to ensure that they were not for profit but for people. The lack of funding for universities to retain their independence in my view was a signficiant error and was not in the public interest.

I share this poem with love for all. I ask what type of education will we choose?

Will we choose education to create more workers aspiring to profit?

or

Will we utilise higher education to create a greater civilisation aspiring to prophets (wisdom)?

The choice is yours.

It can only be sought in reflection and ease,
Expanding concentric waves of a new spiritual era.
The economic paradigm is a Prisoners Dilemma,
That sees a game in theory,
Yet humanity is the end game when seen,
The dilemma is whether to betray the truth or remain silent?
For the highest truth is to Know Thyself and ?to thine own self be true?,
As the ruse is the silence of the lambs in collusion
keeping the game going at a bearish rate,
Yet the end game is approaching.

The economic paradigm imprisons freedom of speech in truth,
For one is paid to work not participate in an Agora of shared interests,
Yet a true democracy represents the people inspiring collaboration,
An economic oligarchy represents special interests demanding yields,
Yet industrial averages are diminishing returns in the longer term,
As diminishing top soil is the fool?s gold that yields deserts and droughts,
For Climate change is real without doubt,
A silent seal yields inclement weather,
Raising tempers and temperatures worldwide,
As triple bottom line tipping points catalyse the domino effect
subject to gravity,
To realise chaos is not subject to control.

So my friends ?

A Brave New World or a braver world looking in the pond
of deeper reflection?
For what we see in this World is a reflection of ourselves,
Please remember the Philosophers Stone is not the statue of liberty unmoved by change,
It is the liberty to change what appears set in stone,
For poetry is the philosophy of Art,
Accessing truth from a kaleidoscope of perspectives and infinite possibilities,
It is the water that naturally flows around stone,
For Art is not idle musings or amusing to be idle,
It is the mustard seed of great wisdom and higher knowledge,
Inspiring the kernel of new ideas,
That can move mountains.

For anyone can remove Art as a Degree,
But you can never silence degrees of freedom,
For artists were never contained by fortune or fame,
They are the torch bearers carrying the eternal flame,
Shining the light of truth on the future we will create,
Chiselling the words on all university walls,

Hurricane Sandy grounds thousands of flights

NEW YORK (AP) ? Hurricane Sandy grounded thousands of flights in the U.S. northeast Monday and upended travel plans across the globe, stranding passengers from Hong Kong to Europe. The massive storm threatens to bring a near halt to air travel for at least two days in a key region for both domestic and international flights.

Major carriers such as American Airlines, JetBlue and Delta planned to cancel all flights into and out of three area airports in New York, the nation's busiest airspace. According to the flight-tracking service FlightAware, nearly 7,500 flights had been canceled for Sunday and Monday. Both Philadelphia International Airport and Newark International Airport, a hub for United Airlines, each had more than 1,200 cancellations for the two days.

Delays rippled across the U.S., affecting travelers in cities such as San Francisco to Chicago, and disruptions spread to Europe and Asia, where airlines canceled or delayed flights to New York and Washington from cities that are major travel hubs including Berlin, Paris, Tokyo and Hong Kong.

Travelers such as businessman Alan Shrem, who was trying to return home to Boca Raton, Florida after attending trade fairs in Hong Kong and China's Guangzhou, were facing long waits for a new flight.

Shrem said he was "edgy" and "exasperated" after learning his Monday morning Cathay Pacific flight to JFK was canceled.

He learned he could be stuck in Hong Kong for nearly a week because the next available seat was Nov. 4. Cathay ticketing counter staff at the airport put him on a waiting list for seats that could become available earlier, but he didn't hold out much hope.

"I don't know what number I am, I could be 300. They don't even tell you. They just say: Yeah, it's a pretty big waiting list," said Shrem, throwing up his hands.

Shrem, whose company produces signed sports memorabilia, was one of a handful of travelers trying to rebook their flights at Hong Kong's airport. Cathay urged people whose flights had been canceled not to come to the airport. In the meantime, he'll have to fork out $400 a night to continue staying at a nearby hotel. The airline won't pay for accommodation for stranded passengers if delays are weather related.

"It's insane. It's crazy. It's going to wind up costing me thousands and thousands of dollars by being stranded here because of the weather," Shrem said.

Sandy, a Category 1 hurricane with sustained winds of 75 mph (120 kph) as of early Monday, was blamed for 65 deaths in the Caribbean before it began churning up the Eastern Seaboard. Forecasters say the hurricane is about 425 miles (685 kilometers) southeast of New York City and the center of the storm is expected to be near the mid-Atlantic coast on Monday night, colliding with a wintry storm moving in from the west and cold air streaming down from the Arctic. Experts say the rare hybrid storm that results will cause havoc over 800 miles from the East Coast to the Great Lakes.

At New York's LaGuardia on Sunday, crowds filled the American Airlines terminal near midday, with families sitting on the floor waiting for a flight out ? any flight out. A few travelers were sitting at a bar having a beer, watching football. Others nervously paced before flight information boards showing canceled flights, hoping their flight wouldn't be added to that list. It was almost double the normal crowd. Travelers were calm, but anxious.

The Port Authority of New York and New Jersey, which runs five airports in the area, said it expects all carriers to cease operations Sunday night. It advised passengers to check with their carriers before heading to the airport.

Passengers on Sunday were reporting multi-hour wait times at airline call centers.

Eileen Merberg, 50, was booked on a United flight from her home in Rochester, N.Y. to New Orleans, connecting at Washington D.C.'s Dulles airport.

First, the airline sent her an automated message via email saying that her Washington flight was canceled and that she had been rebooked on a flight through Newark. About an hour later that flight was canceled. Another email informed her she was rebooked through Chicago.

By that point, she already had told the higher education conference that she was scheduled to speak at that she wouldn't be coming. She tried to cancel her flight but United's phone lines were jammed. First she waited 62 minutes before her phone battery died. After recharging, she then spent 45 minutes on hold before a recording told her it would be at least another hour before a customer service employee would be available.

"Then I hung up," Merberg said.

A spokesman for United Airlines parent United Continental Holdings Inc. said the carrier has suspended an unspecified number of flights to New York and Washington-area airports beginning Sunday evening with plans to resume Tuesday as conditions permit.

JetBlue Airways Corp., which flies out of JFK, said it has canceled more than 1,000 flights from Sunday through Wednesday morning.

American Airlines and American Eagle canceled 140 flights Sunday and canceled another 1,431 flights Monday through Wednesday due to Hurricane Sandy, the company said.

US Airways said it had suspended all operations at the three New York airports Sunday evening and Monday and at Philadelphia and Washington on Monday.

Disruptions on the East Coast of the U.S. also impact international carriers. Air France has canceled four Monday flights into JFK and two departures. Lufthansa canceled three flights to the Northeast and one flight out of Newark.

A total of eight flights out of Tokyo's Narita International Airport to New York, Newark and Washington were canceled Monday.

Hong Kong's Cathay canceled its two daily flights to New York for Monday and Tuesday and Air India said its daily flights to Newark and JFK had halted since Sunday.

South Korean flag carrier Korean Air delayed a flight scheduled to leave Incheon International Airport for JFK on Monday by 22 hours. Asiana Airlines delayed its JFK flight from Seoul by 26 hours.

Jackpot! Online Casinos to Drop Billions on Ads | Digital ...

Hey, ad agencies: Feeling lucky? You should be. With online gambling newly legal in Nevada and a host of states looking to follow suit, casinos are expected to flex some major marketing muscle, which could lead to the next boom category for spending.

According to Simon Holliday, director at H2 Gambling Capital, "somewhere between $3.5 billion and $4 billion could be spent by the internet-gaming sector" on marketing over the next five years. That's more than General Motors spent in U.S. advertising in 2011. And if Mr. Holliday is right, by 2017 the online-gambling industry will be spending nearly as much as the entire insurance category did last year.

The business of online gambling became reality last year when the U.S. Justice Department granted states the power to legalize online platforms connected to bricks-and-mortar casinos. Nevada, the first state to pass a statute legalizing online gambling, is working through kinks in the regulations and its casinos will likely begin advertising in January. Meanwhile, industry executives said 10 additional states, including cash-starved California, as well as New Jersey and Delaware, will likely pass their own laws in the near future.

Mr. Holliday estimates the gross value of the online-gambling market to be $1 billion in 2014 and exceed $13 billion over a decade -- but not without the help of a major marketing spree. "Driving players to their sites is the biggest single cost of these companies," he said. "It is probable that 25% to 30% of company net revenues [20% less than the gross including bonuses] will be spent on advertising and marketing budgets in the initial years, as there is a land grab."

To gain share in this lucrative market, especially if a federal law is eventually passed, casino brands are preparing to boost their marketing budgets. The biggest beneficiaries will likely be digital media and agencies.

"Five years ago, the combined spend of all onsite-based gaming companies in online advertising was very small, limited to SEO for attracting visitors to book hotel rooms online and to come to the website," said Mitch Garber, CEO of Caesars Interactive Entertainment and World Series of Poker. "It's changing dramatically. ... There's no question that as an industry we'll be spending more time and money on interactive advertising."

Coveted Accounts
Caesars Entertainment, which owns Harrah's, Horseshoe, Bally's and others, recently opened a search for a creative agency to oversee digital-media planning, buying and search, Ad Age reported. There's no language directly linking the request for proposal to future online gambling, but existing digital efforts, such as free social games, will likely help casinos like Caesars introduce internet gambling to consumers.

Casinos will continue to target offline media customers -- especially those who pay attention to events such as championship poker, which is broadcast live on ESPN, said Mr. Garber. He said that when he was CEO of an online-gaming company in London (where the practice is legal and gaming is among the most-coveted industries for agencies), "TV was the biggest creator of new customers."

What's more, online and offline gambling are "very complementary," he said. "We're not going to do away with magazine, TV and billboard advertising, but we'll be a lot more creative."

Much of the creativity will be aimed at a younger consumer. An agency executive familiar with the industry said most online gamers are in their early 20s, while the average casino gambler is north of 50. However, states and casinos are still working through some of the technical challenges in being able to detect age (gamers must be at least 21) and ensure that online betting and devices used to participate in it are contained within the state.

The agency executive expects that if online gambling is legalized in at least five states, the big casinos will double their marketing budgets and, in a number of years, casinos could be a top client category for agencies.

You have to be in it to win it, though. Online gambling is costly and time-consuming because agencies must purchase licenses in states in which they're supporting casino advertising. Licenses for one casino client have already cost his agency around $500,000, said the agency executive.

Google's policy in the U.S. is another hurdle. The search giant "doesn't allow advertising for internet-based games where money or other items of value are paid or wagered in order to win a greater sum of money or other item of value." It's unclear at this time whether Google will amend its policy on a state-by-state basis, if at all.

And while search is a key piece of the puzzle, the greatest obstacle for agencies will be revising their local marketing approach [from one focused on designated market areas to one focused on a state-by-state basis] said a media-agency executive. Any adjustments are worth the extra costs, this executive noted, as the payout should be significant.

Though he's reluctant to estimate how much online gambling could add to marketing's pot, John Schadler, founder and managing partner at Las Vegas-based SK&G said, "there will be a rush at the inception of the online sites to gain market share and notoriety. ... That requires initial branding efforts and initial media spend at a pretty strong level.

"It becomes an exercise in brand awareness," he added. "We're inventing a category."

NYSE plans to open as usual Monday

(AP) ? The New York Stock Exchange plans to open for trading as usual Monday, even as Hurricane Sandy barrels its way up the Atlantic.

Governor Andrew Cuomo said New York City's subways and buses will shut down Sunday evening. New York City Mayor Michael Bloomberg ordered residents to evacuate some low-lying areas Sunday and said city public schools will close Monday.

But the stock exchanges expect to open for regular hours. The Nasdaq OMX Group reportedly also plans to remain open. A call to a Nasdaq spokesman was not immediately returned.

The CME Group, which owns the Chicago Mercantile Exchange and the New York Mercantile Exchange, plans to shut its trading floor in New York Monday ? which is located in a mandatory evacuation zone ? but it said all electronic markets will open at their regularly scheduled times.

If Hurricane Sandy knocks out power for lower Manhattan, the NYSE can switch to its backup power generators for electricity. The servers that handle the exchange's transactions are housed in Mahwah, N.J.

Trading has rarely stopped for weather. A blizzard led to a late start and an early close on Jan. 8, 1996, according to the exchange's parent company, NYSE Euronext. The NYSE shut down on March 27, 1985 for Hurricane Gloria.

Since the Great Depression, the longest suspension in trading at the NYSE occurred after the attacks on the World Trade Center on Sept. 11, 2011, when the exchange closed for four days.

Hurricane Sandy was headed north from the Caribbean, on course to meet a snowstorm and a cold front. Experts said the rare hybrid storm could cause havoc over 800 miles stretching from the East Coast to the Great Lakes.

Biofoambark: Green Insulation Made Of Eco-Friendly Foam

Professor Marie-Pierre Laborie of the University of Freiburg and professors?Antonio Pizzi and Alain Celzard from the French Universit? de Lorraine bagged almost $20,000 in prize money and the distinction of being a "German High Tech Champion" for developing "Biofoambark", a hard foam derived from bark extract that can be used as insulating material for homes.?

They produce the hard foams out of tannin, a compound found in tree bark that is typically left over as a waste product in the lumber industry. Since the foams have good insulating and flame resistant properties, they will be used predominantly as insulating material for buildings and molded automobile parts. In addition, they could one day be used as catalysts or filters for heavy metals and as a replacement for packaging materials like styrofoam.

They may even be useful after the products themselves are worn out, since they want to convert the foams into biofuel. "We want to relieve the burden on the environment by increasing the usefulness of wood and offering a marketable alternative to petroleum-based foams," says Laborie. The "Biofoambark" project is being supported by the Agency for Renewable Resources with funds from the German Federal Ministry of Food, Agriculture, and Consumer Protection. Besides the University of Freiburg, the institutions collaborating on the project include the Fraunhofer Institute for Solar Energy Systems in Freiburg and scientific and industrial partners in Italy, Spain, Finland, Slovenia, and France.

The aim of the Fraunhofer Association campaign "German High Tech Champions" is to help inventors at German universities and independent research institutes to increase their success in contract research on the international stage. It is part of an initiative of the Federal Ministry of Education and Research for enhancing the international standing of Germany as a center for innovation and research.

The prize will be awarded at POLLUTEC 2012, an international trade fair for environmental equipment, technology, and services to be held from November 27-30 2012 in Lyon.

Obama, Romney campaign with eye on storm forecast

WASHINGTON (AP) ? With an eye on the weather forecast, President Barack Obama and Republican Mitt Romney are launching a 10-day sprint to the finish line in a contest increasingly about momentum vs. math.

A huge storm barreling toward the East Coast ? and some battleground states ? had both campaigns adjusting their travel schedules and canceling events. Even at this critical juncture of the campaign, neither side wanted to risk the appearance of putting politics ahead of public safety.

The president was pressing on with a campaign trip Saturday to New Hampshire, while Romney was blitzing through Florida.

But an email announcing that Vice President Joe Biden's Saturday rally in coastal Virginia Beach, Va., stated that the change was "being taken out of an abundance of caution to ensure that all local law enforcement and emergency management resources can stay focused on ensuring the safety of people who might be impacted by the storm."

Romney canceled a rally in Virginia Beach that was planned for Sunday, and aides said they were also considering scrapping two other events elsewhere in the state. None of Obama's campaign stops had been canceled, but he did adjust his travel schedule slightly. The campaign moved up his planned Monday departure for Florida to Sunday night to beat the storm.

Ten days from Election Day, Obama and Romney are tied nationally. But the president still appears to have more pathways to reaching the required 270 Electoral College votes.

The Obama campaign released a new TV ad Saturday urging Americans when they go into the voting booth to consider Romney's plans to roll back Wall Street reforms, transform Medicare into a voucher-like system and reduce spending on education while at the same time cutting taxes for the rich. The spot will air in Florida, Iowa, Ohio and Virginia, all key battleground states.

The Republican nominee is trying to seize the momentum mantle and turn a wave of GOP enthusiasm into an electoral victory.

"The debates have supercharged our campaign and the Republican team," Romney's campaign wrote in a fundraising email. "We're seeing more and more enthusiasm ? and more and more support."

Obama's campaign pressed forward with a get-out-the-vote effort that aides said had them leading or tied in every competitive state. The president was eschewing the lofty rhetoric of his 2008 run in favor of warning supporters that skipping out on voting could cost him the election.

"In 2000, Gore vs. Bush, 537 votes changed the direction of history in a profound way and the same thing could happen," Obama said in an interview Friday with MTV.

Romney was switching his attention to Florida on Saturday after spending much of the week focused on shoring up support in Ohio. While the Midwestern swing state could be crucial to Romney's re-election prospects, he also faces tremendous pressure to carry Florida, which offers 29 Electoral College votes, the most of any swing state.

Obama carried Florida by just 3 percentage points in 2008 and polls show the candidates tied.

The former Massachusetts governor was scheduled to attend three rallies, the first in Pensacola along the state's conservative Panhandle. He then moves to suburban Orlando before finishing his day with an evening rally just outside of Tampa, the site of the Republican National Convention. Romney was to be joined at all three events by Florida Sen. Marco Rubio.

NYC Schools Face Another Wave of For-Profit Field Testing as
Parents and Educators Protest Unsound Testing Policies

Pearson?s New York State Field Tests

The New York State Education Department has assigned 169 NYC schools (559 schools statewide) to administer stand-alone field tests to children in grades 3-9 this week. ?The stated purpose for October field testing is to try out questions for future testing products. This is the third time this year that public school children in NYC have been subjected to experimental testing solely for the benefit of the state?s test development contractor, NCS Pearson, Inc.? NYC children are expected to participate in this for-profit research effort despite the fact that parents have received no notification.? Change the Stakes reaffirms the position our organization took in the spring that the State Education Department and NYC Department of Education must notify families of affected students and only administer field tests to students for whom explicit consent has been obtained.? Earlier in the month, Change the Stakes joined ParentVoicesNY and Time Out From Testing in an effort to educate and inform parents at NYC schools selected for October field testing.? As a result, we have heard from parents and educators from across the state looking for information on ways to challenge this unfair practice.

New York City?s Assessment Policies are Failing Students and Communities

Stand-alone field testing, an ineffective way to try out new test questions, is disruptive to classroom instruction and learning.? Unfortunately, field testing is just part of a larger problem.? In many schools, preparation for high-stakes testing has come to dominate curriculum and instruction, to the exclusion of more-comprehensive, rigorous, and substantive education.? Change the Stakes joins others who argue that inflexible and severely flawed assessment policies waste human and financial resources by narrowing curricula and preventing teachers from using their training and experience to provide optimal educational opportunities for their students, causing particular damage for the most needy and vulnerable students.?

Most New Yorkers are not aware of the excessive amount of testing that occurs in NYC schools throughout the school year. While the State is responsible for the development of standardized tests and the misguided new test score-based teacher evaluation program, specific NYC Department of Education (DOE) policies and practices place ever-mounting pressure to dedicate valuable classroom time and resources to test preparation.

  • DOE student promotion policies, modified this past summer, are still essentially entirely based on test scores from seriously flawed exams.
  • DOE School Progress Reports continue to provide parents and community members with extremely limited and misleading information on the quality of education offered at an individual school.? Despite widespread criticism of this reporting tool, individual school grades continue to guide decisions on school closing and other critical matters. ?

Explosion of Parent, Educator and Community Protest across the State

Over the past year more New York parents have begun to fight back against test-driven education by refusing to allow their children to participate in standardized testing.? A number of NYC parents took this action during last April?s annual state exams, and many more refused to participate in field testing conducted in June (press coverage of these actions can be found on the Change the Stakes website).? A number of NYC schools have formed parent committees focused on challenging high-stakes testing policies and practices.? Over 2,100 parents and other citizens concerned about the impacts of high-stakes testing have signed a Change the Stakes petition calling for a non-punitive process by which New York parents can opt their children out of standardized tests, with many expressing deep concerns about unbalanced and ineffective testing policies.?

Resolutions calling for an end to unbalanced and ineffective high stakes testing policies include the following:

Officials Team Up to Fight Lackawanna Flood Maps

Congressman Brian Higgins, Lackawanna Mayor Geoff Szymanski and Annette Iafallo are teaming up to fight for the removal of Lackawanna homes from the flood zone, a designation that mandates homeowners carry flood insurance at a cost of hundreds of dollars a year.

?The flawed FEMA flood map program continues to force local residents to pay into a system that they will never benefit from,? said Higgins. ?Through research and community support we will continue to build our case and fight this designation that hinders small business growth, negatively impacts property values and is driving up our national debt.?

Annette Iafallo added, ?For far too long many Lackawanna residents, especially those in our Second Ward, have been forced to pay unnecessary flood insurance. Our residents are mostly middle class and work hard to make ends meet and they shouldn?t be burdened any longer by this unnecessary expense. I will work tirelessly with Congressman Higgins, Mayor Szymanski and other local leaders to any extent necessary to correct this problem.?

Iafallo is a resident of Lackawanna?s Second Ward and works as a Board Clerk with the Lackawanna City School District. She previously served on the Lackawanna School Board and the Lackawanna Community Development Corporation board. She recently collected signatures from nearly 500 residents also supportive of efforts to remove Lackawanna homes from designated flood zones and shared them with Congressman Higgins.

?Every year, when the winter snow melts and there are high creek warnings throughout Western New York, Smokes Creek is never on the watch list because it is never in danger of overflowing,? Szymanski declares, ?and yet we are burdened with this unfair insurance policy that covers nothing but the banks property. If our homeowners didn?t have to pay this unfair burden, imagine what our neighborhood would look like if they had this extra cash to reinvest in their homes appearance.?

Mayor Szymanski and Congressman Higgins have a long history of contesting flood maps in Western New York which mandate homeowners acquire expensive flood insurance. In Lackawanna Higgins fought for dredging of Smokes Creek to alleviate risk factors calculated into flood zone designations.

Szymanski added, ?Since being sworn in as Mayor of Lackawanna just ten months ago, I called for two informational meetings concerning the FEMA Flood Insurance with the Army Corp. of Engineers, DEC, and other engineering firms to gather as much information as possible to help us with this problem and Congressman Higgins? staff has attended both meetings, and for that I am truly thankful.?

Of the 34 billion which has been paid into the National Flood Insurance Program over the past thirty years, $15 billion has gone to Louisiana, despite the fact that Louisiana has paid less than $3 billion into the program. Over the same time period, homeowners and businesses in Congressman Higgins? district in Erie County, New York have paid $35 million into the National Flood Insurance Program (NFIP) and received only $8 million back.

The former vacation home of Hall of Fame baseball player Ralph Kiner has listed in Rancho Mirage, CA. The late 20th Century dwelling, which currently lists for $1.795 million, was designed for the 10-year big league vet and New York Mets broadcaster by architect E. Stewart Williams in 1985.

As the legend goes, Williams, a noted Desert Modernist, got his big break in 1947 when none other than Frank Sinatra hired him to build a home in the area. That home, which had to be finished by Christmas for one of Sinatra?s epic parties, would serve as a jumping off point for many of Williams? future projects, including Kiner?s vacation retreat. According to the New York Times, ?The Sinatra house included many of the elements later associated with the Desert Modern style: the use of natural materials, a sophisticated contrast of textures and an elegant flow between inside and outside.?
